 abstract={The lack of integrity between administrative defining of urban space and the meaning ascribed to it by the inhabitants is one of the traditional yet most up-to-date problems considered on sociologial grounds. The goal of this article is the reconstrution of the administrative process of the transformation of urban space, and particularly the diagnosis of the possibilities of the participation of its very occupants in it.},
 abstract={In the first part of the article, documents that are the basis for spatial development of the city are analysed. The second part of the article shows the consequences of current legal records concerning the planning of spatial development by arbitrary, thus ignoring the opinions and experienes of inhabitants, transformation of urban spae. The artile is then an attempt at drawing attention to the necessity of utilising the existing, and still under development, research tools that are used by sociologists and could be an answer to some of the problems presented in the artcile.},
