This article is an attempt to show the determinants and the ways of organization of the public libraries on this territory and this is only an introduction to further research on this subject. Karl Benjamin Preusker (1786-1871), born in Saxony, was the precursor of the public librarianship in the German territories. It was his initiative to open such a library in Grossenhain in 1928. Friedrich von Raumer (1781-1873) a German historian, promoted the ideas of public libraries in Prussia. Public libraries in the area of Legnica Regierungsbezirk were first opened in the middle of the 19 th century. In 1848 a library was opened in Jelenia Góra, and in 1857 a library was opened in Nowa Sól. By the end of the 19th century libraries in Zielona Góra (in 1898) and Wschowa (in 1899) were opened. By the year 1936,there were already 20 libraries in the towns of the Legnica Regierungsbezirk that had more than 5 thousand inhabitants. The public libraries were open for a wide circle of users, without distinction of social class and wealth, which contributed to democratization of access to books.
