 abstract={This paper presents a combination of the vector quantization (VQ) technique with traditional (scalar) differential pulse code modulation (DPCM). A new algorithm for image compression, called predictive vector quantization (PVQ), is developed based on competitive neural networks and optimal linear predictors.
