At the end of January and the beginning of July 1945 the terrains of Ziemia Lubuska were freed from German yoke. Soon after the processes of re-Polonization, rebuilding of the administrative system, settlement and development began. They were a spontaneous and grass-roots processes at first, but soon they became organized and official. ; One of the elements of these complicated operations was organizing the terrain units of Citizens' Militia, (Milicja Obywatelska, abbrev. MO), a formation responsible for pursuing criminal activity, as well as protecting public security and order. The period between March and July 1945 was the time of creating the territorial structures of MO in Ziemia Lubuska. 16 county-level units were created at that time. ; The process of organizing their subordinate units, units of a lower level (city and district police stations) had been almost complete too. Also in July 1945, in the moment when Ziemia Lubuska came under the jurisdiction of the governor of Poznań province, the formal control of the MO was passed over to the Province Headquarters ofCitizens' Militia in Poznan.
